Rain Garden Rebate Program in full swing. This is second year of city-wide program.
  • 2 informational rebate workshops, 120 attendees; 60 site visits, 25 qualified and in-process
  • City staff performs site assessment
  • Resident performs soil infiltration test and must sign off on results
  • Matrix to rank sites internally based on site conditions, priority basins
  • Everett sends out periodic follow up emails to past participants
  • Agreement attached to deeds & is good for 10 years (used to be 5yrs). Incentive; MG in-garden consult to increase those who are 5 years to 10 years
  • REBATE

    • Design workshops
    • HO can do-it-themselves, hire a contractor, or hire SCD

2.  Update from Snohomish County
 
Snohomish County – Peggy Campbell
  • Little Bear Creek Basin plan mtg: June 21 (Brightwater)
  • Vet Clinic 2018 outreach: ppt; packets; brochure w/place for label from clinic. Showed ppt and group gave feedback. WSU Beach Watchers taking lead on program. If interested, contact Peggy.
  • Summer 2017 – Poop Toss Game. County has intern this summer. Make sure to reserve the Poop Toss
     Game for any upcoming summer events you may need it.

3. Updates from the STORM Meeting

 4. Presentation - Natural Yard Care County-wide?
Building upon the success and evaluation of the NYC GROSS grant (2014-15), Snohomish County intends to implement the resulting measurements in 2018. Although the County applied for funding that would cover city participation the funding, unfortunately, was not awarded. The County welcomes interested Phase II municipalities to participate in the 2018 program by covering their respective costs on a per-invitee basis.
 
The 2018 program will include the following elements at a cost of $8.53/invitee. As with the 2014 program, the 2018 program will target inviting 7500 households (SFR) per target area using direct mail. The county’s response rate for such mailings averages 1%. Each participating city would have to determine how many invitees (single family residential parcels less than 1-acre in size) it will pay into the program to invite from the city.
•         Shared costs for mailings, incentive items and evaluation.
•         Evaluation will focus on how the new elements (hands-on demos, incentive items, one-day demonstration) effect behavior change as compared to the 2014 program. Evaluation costs are roughly 25% of the total cost to run the program.
•         Introductory Lecture Series – similar to 2014 workshops, augment with hands-on demonstrations and how-to videos
•         One-day Natural Lawn Care outdoor demonstration – includes BMP incentives such as soil test, lime, or organic fertilizers
 
Although the 2015 program evaluation recommended development of an Advanced Workshop series, that portion will wait until a future date.
 
The County is moving forward with offering this to county residents in 2018. Cities interested in potentially participating should contact Peggy Campbell by August 1. This initial pool of interested municipalities will help determine where the target areas are likely to be set for 2018; firm commitments will come later in this fall.
 
5. Future Sno-STORM meetings
Will be rescheduling next SnoSTORM meeting for September, not November. It was felt by group that November was too late, especially with the potential of discussion around Business Outreach and County-wide ads in the forefront.
